Budget and Financial Services Specialist

USD is seeking a Budget and Financial Services Specialist, who will participate as a partner to the university departments and is a resource for strategic decision making of the departments they serve. This position supports the AVP and Director of Budget in forecasting and managing rolling financials across multiple departments. It serves as the primary point of contact for financial forecasting and analysis within Financial Affairs. Additionally, this role oversees the development and execution of budget requests and operating budget processes, ensuring accuracy, timeliness, and a clear understanding of budget and fund sources across departments. It also directs the preparation of financial statements for complex business entities within the University of South Dakota, ensuring compliance with all relevant policies, procedures, rules, and regulations. The position actively contributes to central budget office functions, including year-end processes, salary policy analysis, and related tasks. Furthermore, it holds responsibility for reviewing and approving departmental budget and financial information before final approval by the Director of Budget and Finance.

Bachelor’s degree in business administration, finance, accounting, or related field is required.

Experience with BOR, USD, or other higher education institutions budgeting processes is preferred.

Knowledge of fund accounting is preferred.
