The Ohio Valley Educational Cooperative (OVEC) is a consortium of 15 school districts serving over 155,000 students in North Central Kentucky. Established in 1976, the Cooperative provides a vehicle for conducting regional planning, development, and implementation of educational programs on a continuing basis. Full-Time/Part-Time: Full-Time
Location: Central Office-OVEC
MINIMUM QUALIFICATIONS:
Bachelor's degree in Family Studies/Social Work or related field. Two years of experience required. Must be able to work independently, exercise sound judgement in decision-making, effective problem solving skills and ability to build relationships with staff.
Must be able to stand, sit, bend and walk for periods to meet job requirements. Must have physical and TB test, and be able to lift up to 50 lbs. Must have reliable transportation to travel to and from work, home visits, trainings and meetings (will receive mileage reimbursement based on OVEC's travel policy). All Head Start positions must clear and pass state criminal history records check and sex offender registry check prior to hire date and pass Child Abuse and Neglect state registry check (CAN) within 90 days of hire.
GENERAL RESPONSIBILITIES:
Ensures the family services delivery plan, including health, reflects the mission and vision of OVEC Early Childhood Education Program and is in compliance with ERSEA and local, state and federal requirements.
- Knowledge and expertise result in continuous improvement of efficient and effective family services, including health services and ERSEA.
- The Family and Community Services Team operates as a cohesive team, consistently fulfilling responsibilities resulting in quality services to families.
- Ensures the collection, analysis, organization, and reporting of accurate information to the appropriate staff or entity.
- Leads, coordinates and assists in the creation and distribution of resources to the appropriate staff.
- Monitors to ensure family services, including health and ERSEA complies with all local, state and federal regulations, Head Start performance standards and policies and procedures.
- Collaborates to enhance efficiency and effectiveness of program service delivery.
- Possesses knowledge of assigned technology systems to ensure data integrity.
- Directly supervise all Family Service Staff.
- Provide training to ALL Family Services staff. Report strengths and areas of concern to appropriate Specialists for additional support.
- Plans and develops activities designed to improve and enhance program quality.
- Effectively leads by exemplifying the vision and the mission of the program.
- Develops, amend and implements policy as it related to Head Start early childhood education program, as appropriate.
- Ensures the program operates in a legal, ethical manner and in accordance with the program and agency mission and all applicable laws and regulations in the realm of family services, including health and ERSEA.
- Possesses and applies knowledge of current Head Start Performance Standards and agency Policy and Procedures.
- Resources are maximized resulting in comprehensive services to children and families.
- Service are delivered based on the greatest need of each community in the service area.
- Builds positive relationships with staff, parents, children and community.
- All issues are approached with a win-win attitude that respects the dignity of all parties.
- Staff have a general knowledge of role and responsibilities of other positions within the program.
- Professional knowledge, skills, and attitudes are enhanced by the utilization of opportunities and resources available.
- Confidentiality is maintained in accordance with agency policy and according to federal, state and local regulations.
- Meets schedules, deadlines and performs routine tasks with minimal supervision. Possesses and maintains the necessary skill level in technology systems and software to perform individual job duties.
- Demonstrates the knowledge of and the ability to effectively use communications tools. (i.e. telephone system, email, fax, scanner, etc.) Demonstrates effective, respectful oral and written communication skills with staff, parents, children and community.
- Coordinate with other central office staff and managers to implement training for field staff and others
- Obtain and maintain a valid KY Trainer Credential.
- Work in collaboration with Data Analyst Team Manager to access and analyze data.
- Provide oversight to ensure the implementation of research based parenting curriculum.
- Assist staff to ensure Policy Council members (parents and community reps) are recruited, voted upon and vetted in each area.
- Responsible for monitoring, documenting, and reporting teacher/child ratios.
- Additional duties as assigned.
COMPENSATION:
Annual contract with a maximum contract of 240 days. Salary based on rank and experience in accordance to OVEC's Certified Salary Schedule.
