Salary Range: $113,503 – 162,509/annually

 

 

Minnesota Management and Budget (MMB) is seeking to hire a Chief Inclusion Officer responsible for developing strategies and tactics to advance and integrate equity and inclusion into all aspects of work at the State of Minnesota. Also an Assistant Commissioner of MMB, the Chief Inclusion Officer is responsible for advancing equity and inclusion practices within statewide human resource policies and operations.  As leader of the Office of Inclusion, this person is responsible for overseeing the Governor’s One Minnesota Council on Inclusion and Equity” (“One Minnesota Council”) and the Governor’s Community Council on Inclusion and Equity (“Community Council”) to develop the strategic vision on statewide equity and inclusion initiatives and programs. The Chief Inclusion Officer also ensures effective communication with state employees regarding issues involving race, equity and inclusion. 

 

The Chief Inclusion Officer will:

  • Support Cabinet members and state agency leadership and staff who are charged with carrying out essential responsibilities in the areas of diversity and inclusion, equal employment opportunity, affirmative action, the Americans with Disabilities Act, Olmstead implementation, and elimination of racial disparities in state government through assessments, trainings and coaching, employee resource groups, and other organizational design and change management tools.
  • Coordinate the work of the state agency Diversity, Equity and Inclusion Liaisons to create department equity change plans and roll the plans up to an enterprise-wide strategic equity plan.
  • On behalf of the Governor and Lt. Governor, serve as Chair of the One Minnesota Council and staff the Community Council, with a focus on the development and implementation of state enterprise strategies to achieve the goals in the One Minnesota Strategic Plan of hiring and retaining a diverse workforce, and advancing racial equity throughout state government employment and contracting practices.
  • Convene a leadership team with the Chief Equity Officer and Deputy Chief of Staff of Public Engagement based out of the Governor’s Office to coordinate the internal and external work of equity, inclusion, and anti-racism.
  • As a member of that leadership team, contribute to the development and implementation of external statewide strategies to eliminate racial disparities by recommending, developing, and supporting continuous improvements for the state enterprise’s initiatives and programs.
  • Participate in Governor’s Office hiring panels, appointments processes, and interagency goal review work as needed to advance internal equity and inclusion initiatives.
  • Promote awareness, acceptance and recognition of the value and strength of an equitable and inclusive One Minnesota through effective communication with state employees and external audiences through various means including leading the planning of the annual State of Minnesota Celebration of Dr. Martin Luther King, Jr. Day.
  • Serve as a member of the MMB Department Senior Management Team, managing the human and fiscal resources of the Office of Inclusion so that the program priorities are accomplished within the allocated administrative budget.

 

 

     

The successful candidate should possess:

Five (5) years of executive management experience

Leadership:  demonstrated skills and experience to successfully lead and manage statewide initiatives in the areas of equity and inclusion; ability to plan, organize, prioritize, coordinate, and implement program objectives; and proven ability to think strategically and creatively around Equity & Inclusion initiatives.

Technical:  knowledge of trends and best practices in the areas of equity and inclusion; the state’s Human Resources system, laws, rules, collective bargaining agreements, and policies and practices; Human Rights Act and the Office of Federal Contract Compliance Programs; Minnesota Building Code and state and federal Accessibility Guidelines; and government and legislative processes.

Communications/Human Relations:  superior oral and written skills to successfully interact, engage, and cultivate strong relationships and establish effective partnerships with agency executive leaders, external stakeholders, legislators and staff, community groups and advocacy organizations; ability to influence leaders and decision makers; presentation and communication skills to discuss technical topics to non-technical audiences such as agency managers, legislators and members of the public; and understanding of relationships to drive effective collaboration with peers and stakeholders.

Computer skills:  proficiency in the use of word processing, presentation, and spreadsheet software such as Word, PowerPoint, and Excel.

Strong business acumen and knowledge of business strategy.

Program and project management skills with a demonstrated ability to multi-task in a fast-paced environment.
