Job Summary

This position is responsible for the issuance of licenses, permits and certificates that are statutorily required for entities falling under the jurisdiction of the Plant Protection Division. This position will also coordinate with other staff from across the MDA to improve service delivery at the Department level.
Responsibilities include:
- Leading the process of issuing annual operating licenses, permits and certificates for Plant Protection programs, including seed labeling, hemp production/processing, grain buying and storage, general merchandise storage, nursery stock growth and sale, tree care and plant pest regulatory movement.
- Investigating and implementing opportunities to make license/permit/certificate processes more efficient and effective for both customers and department staff.
- Documenting processes for licensing/permitting/certificating through Standard Operation Procedures and draft policies related to these procedures for review by division and department management as needed.
This position is located in St. Paul and may have options for teleworking from home part-time.
Qualifications
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
One year of experience in customer service, data management, administration, or a related discipline.
Experience with continuous improvement strategies and business process improvement tactics such as Lean, Kaizen, Six Sigma, etc.
Ability to provide problem-solving feedback to customers as well as staff supporting licensing efforts.
Mastery of English including advanced speaking, reading and writing skills
Analytical skills sufficient to troubleshoot accounting errors related to license payments and identify solutions.
The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.
Preferred Qualifications
Three years of experience in customer service, data management, administration, or a related discipline
Professional experience in data management.
