Job Summary:
The Pretreatment Program Manager is responsible for planning, developing and implementing
programs and projects for industrial pretreatment. This position administers an EPA
Pretreatment Program based upon the Clean Water Act, IPDES Discharge Permit, and Meridian
Pretreatment Ordinance. Responsible to provide oversight, supervision, and direction to
technical staff implementing Federal and State Industrial User Pretreatment Regulations and
activities to ensure compliance with Federal Pretreatment Program requirements. Under the
broad direction of the Wastewater Superintendent, this position utilizes independent discretion
in decision-making to manage an operating budget, technical staff, workforce development,
performance evaluation, and new building construction plan reviews.
Essential Duties & Responsibilities:
Develop and oversee the performance, management, quality assurance/quality control (QA/QC), and continuous improvement programs for the Pretreatment Program; Provide leadership, supervision, coaching and mentoring to a team of up to two (2) staff members; Develop, assign, s chedule and manage workload allocations for the team to achieve maximum efficiency, effectiveness, and productivity; Conduct workforce planning and goal-setting activities, evaluate and review employee performance, make hiring and discipline decisions and recommendations, and oversee staff success and accountability; Administer a Pretreatment Program designed to ensure excellent level of compliance with the state and federal environmental regulations and IPDES discharge permit criteria; Evaluate and inform new and existing commercial and industrial entities for proper EPA and City pretreatment requirements or elimination of wastes which are potentially detrimental to the Meridian collection system and wastewater facility and personnel; Coordinate the scheduling, monitoring, inspecting, recording, and reporting of activity results. Supervise personnel when obtaining in-field samples; ensure proper documentation and analysis of collected samples Work with both the industrial user and EPA in writing and administering Industrial, Significant User, and Categorical Users permits to control discharge to the City’s Treatment Plant of potentially hazardous pollutants and chemicals;
Ensure that the program Enforcement Response Plan is followed to issue fines and penalties for
noncompliance as mandated by law and regulation; Evaluate sample analysis for compliance as required by the State of Idaho, U.S. Environmental Protection Agency (EPA), and the City of Meridian;
Represent the City of Meridian at appropriate meetings; Review and approve all building applications for compliance with wastewater design standards; communicates requirements to design professionals and construction, project managers; Schedule and complete all final occupancy inspections for the installation of new pretreatment equipment; Train pretreatment staff in the proper use of authority granted by EPA and state regulations through City ordinances; Keep abreast of all legislative activities related to pretreatment standards and requirements; Develop letters, memorandums, technical documents, procedures and reports related to the operation, strategic planning, regulatory compliance, capital investments, staffing requirements
and other management issues of the Pretreatment Program, oversee the documents developed
by staff. Coordinate and provide oversight of specific daily assigned tasks performed by Minor Industrial
User (MIU) program technical staff. Reviews and approves MIU facility inspection reports and
local limit sampling analysis reports. Oversees enforcement actions taken against us.
Inform the Wastewater Superintendent of work plans, progress, and issues/concerns;
Perform related work as requested by the Wastewater Superintendent;
Job Specifications:
Associates degree in a science-related field required;
Bachelor’s degree in related field preferred;
Three (3) years of experience managing a regulatory program or approved pretreatment
program;
Must have proven supervisory, leadership, management, performance improvement, process
management, and communications skills;
Must have knowledge of federal, state, and local laws and ordinances pertaining to the
pretreatment of commercial and industrial wastes;
Must read blueprints and schematics as related to plumbing fixtures and their relationship to
pretreatment requirements.
Knowledge, Skills, and Abilities:
Extensive knowledge in the Code of Federal Regulations (CFR 40, Pretreatment), Superfund
Amendments & Re-authorization Act (SARA), and Resource Conservation and Recovery Act
(RCRA).
Extensive knowledge of the procedures used in the handling of field samples, the “Chain of
Custody” process and the proper precautions used when dealing with pathogenic or
carcinogenic materials;
Extensive knowledge of writing Industrial User Indirect Discharge Permits (IDP) for Categorical
and Significant Industrial User (SIU) facilities based upon 40 CFR 403 Regulations.
Thorough knowledge of Title 9, Chapter 2 SEWER PRETREATMENT Meridian municipal code.
Extensive knowledge of the National Pretreatment Program and POTW Pretreatment Program
Requirements for program approval by the Environmental Protection Agency (EPA).
Thorough knowledge of the Enforcement Response Plan (ERP) as a Control Authority.
Read and interpret maps, construction blueprints, and legal property descriptions;
Ability to work effectively with the public;
Ability to use tact and diplomacy when dealing with citizen complaints;
Ability to establish and maintain effective working relationships and respect to subordinates,
other City personnel and the public;
Explain departmental policies and procedures under adverse conditions;
Make sound and reasonable decisions in accordance with procedures/ordinances and work
effectively with frequent interruptions;
Respond to complaints effectively and in a timely manner;
Work without supervision, establish priorities, and organize work assignments for subordinates;
Ability to effectively direct the activities of a subordinate in a manner which will accomplish
program objectives;
Promote, establish and maintain harmonious relationships with subordinates, other
governmental agencies and the general public;
Ability to maintain records and prepare activity reports;
Ability to recognize problems and resolve problems and/or inappropriate pretreatment and
practices;
Skills in effectively planning, developing, scheduling, assigning, coordinating, and evaluating
large pretreatment programs, activities, and personnel;
Be proficient at keyboarding, word processing, database management, record filing and have
proven skills in Microsoft Word, Excel, Outlook, Visio, Project Manager, Access, and ArcView.
Communicate clearly and concisely; especially in explaining complex regulatory matters to lay
audiences;
Integrity, in the performance of assigned tasks;
Must be able to work call outs and holidays if an emergency arises.
Licensing:
Must hold a valid State of Idaho driver’s license;
Must hold a certification from the University of California Sacramento in “Pretreatment Facility
Inspection” course.
Must have or be able to obtain an Idaho Wastewater Class I (treatment, collections, or
laboratory) license within 18 months of hire.
Idaho Wastewater Class II Licensure (treatment, collections, or laboratory) is highly desired.
Work Environment & Physical Demands:
Work is performed primarily in an office environment with a moderate noise level. The employee
in this class is frequently subject to inside environmental conditions which provide protection
from weather conditions but not necessarily from temperature changes and is regularly subject
to outside environmental conditions. The position also requires sufficient personal mobility and
physical reflexes which permit the employee to function in the general office environment to
accomplish tasks; Occasionally, work occurs in high precarious places and is frequently exposed to wet and/or
humid conditions, fumes, airborne particles, toxic or caustic chemicals, vibration, and biological
hazards; There is potential for exposure to biological hazards while performing the duties of this position. Constantly requires sitting at a desk for long periods of time, up to 8 hours and ability to lift up to
50 lbs; Constantly require clarity of speech and hearing, which permits the employee to communicate
effectively; Constantly requires clear vision to read printed materials and computer screen to accomplish
work; Requires frequent driving of a motor vehicle;
Occasionally is exposed to the risk of electric shock.
Travel Requirements:
Local travel is required, often using City vehicle
Occasional regional and national travel is sometimes required.
